Texas English Language Proficiency Assessment System (TELPAS)

The TELPAS is administered to all limited English proficient (LEP) students. Students are assessed in four domains including Reading, Speaking, Listening, and Writing. The assessments are designed to assess the progress that LEP students make in leaning the English language. In terms of their proficiency, students are rated as "beginner," "intermediate," "advanced," or "advanced high."

Mansfield ISD Summary Reports: These reports provide a summary of students' English language proficiency as measured by the TELPAS reading test and teacher rater observations.

Campus TELPAS Rater Information

In response to the federal testing requirement of the No Child Left Behind Act of 2001 (NCLB), the Texas Education Agency (TEA) developed an assessment system called the Texas English Language Proficiency Assessment System (TELPAS).  This system is designed to assess the English language proficiency of limited English proficient (LEP) students and to monitor their progress over time.

The TELPAS holistically measures English language proficiency in four domains including Reading, Speaking, Listening, and Writing.  Students are rated as "beginner, intermediate, advanced, or advanced high" according to their proficiency level.

How can a teacher become a TELPAS rater?

Any teacher can become a TELPAS rater once they complete the online training modules and satisfied the state's qualification requirements.

Rater Requirements:

Newly identified TELPAS raters will need to complete a series of online modules that are designed to prepare them to effectively rate the English language proficiency of their LEP students.  To access the website and complete the training, raters must have a site code which will allow them to go online and register.
